Supervisor Starkey: Attended the Healthcare District meeting, participated in the County Employee Appreciation event, attended the Aegis Treatment Center open- house, participated in a tour of the Teen Center, attended the Local Behavioral Health Board meeting, attended the local Forest Moon Festival, attended the City Council meeting, participated in Coffee & Conversation with constituents, attended a 4th of July planning meeting, attended numerous A1AA planning meetings, attended the Last Chance Grade Stakeholders meeting (mentioned to the Board that she will be requesting approval to Travel to San Diego to advocate for LCG funding), attended the Visitor’s Bureau meeting and attended the Homelessness TAC meeting. Supervisor Howard: Attended the Senior Center meeting, attended a meeting with the Asst. CAO and a representative from the Del Norte Resource Conservation District and the Del Norte Fire Safe Council, attended a meeting with the chosen contractor (WSB) for the design of LCG and participated in a tour of future tunnel placement, attended a meeting with a USDA representative regarding future projects in Northern CA., attended a meeting at the BCRAA regarding financing, attended the County Employee Appreciation event and attended the local Forest Moon Festival. Approve and authorize the Chair to sign a letter of support for a CAL FIRE Forest Health Grant for the "Hiouchi-Smith River Forest Resiliency & Protection Project", as requested by the Del Norte Fire Safe Council.** Approved. 4. Approve and authorize the Chair to sign the attached renewal Agreement with California Psychiatric Transitions, Inc. to continue providing Psychiatric Treatment and Rehabilitation Services for the term of July 1, 2026 through June 30, 2027, as requested by the Director of Health and Human Services.** Approved. Approve and authorize the Chair to sign the attached renewal Agreement with Family Resource Center of the Redwoods for parenting classes for the term of July 1, 2026 through June 30, 2028, as requested by the Director of Health and Human Services.** Approved. DNCO AGREE #2026-100 6. Approve and authorize the Chair to sign the attached renewal Agreement with Marco A. Cazares for DUI Monitoring Services for the term of July 1, 2026 through June 30, 2027, as requested by the Director of Health and Human Services.** Approved. DNCO AGREE #2026-101 7. Approve and authorize the Director of Health and Human Services to sign the attached second Amendment to the Grant Agreement with the Behavioral Health Services Oversight & Accountability Commission for the term of October 4, 2022 through June 30, 2028, as requested by the Director of Health and Human Services.** Approved. DNCO AGREE #2026-102 8. Approve and authorize the Chair to sign the attached new Lease Agreement for Behavioral Health clients with Jamal Dahdoul for the term of June 1, 2026 through June 30, 2027, as requested by the Director of Health and Human Services.** Approved. DNCO AGREE #2026-103 9. Approve and authorize the decommission of two ultra-low temperature freezers currently owned by the Department of Health and Human Services, as requested by the Director of Health and Human Services.** Chair Borges pulled this item from the agenda. Approve and authorize the Chair to (1) enable the County’s primary and alternate Public Risk Innovation, Solutions, and Management (PRISM) board members to execute agreements, memorandums of understandings (MOUs), policy documents, and proposed amendments to the foregoing documents, hereinafter referred to as "agreements", as necessary to support risk financing by and between PRISM and the County of Del Norte; and, (2) authorize the County’s primary and/or alternate PRISM board members to execute the proposed amendment to the PRISM Joint Powers Agreement (JPA), as requested by the Risk Manager.** Action: Approved. REGULAR ITEMS GENERAL GOVERNMENT: 13. 1) Provide direction to the Director of Building Maintenance and Parks as it relates to the agreement between Gateway Education of the Wild Rivers Coast and Del Norte County Building Maintenance and Parks Department; and 2) authorize the County Administrative Officer to sign the Agreement based on the Board of Supervisors Direction as requested by the Director of Maintenance and Parks.** Action: Approved. Chair Borges made a motion to update the Agreement with the Director of Maintenance and Parks recommendations, but it failed due to lack of a second. BT #05-11 LEGISLATIVE AND BUDGET ISSUES: Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte. Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments. 20. Review, discuss and take possible action on the proposed budget for Fiscal Year 2026-2027 for the Del Norte Solid Waste Management Authority as requested by the Director of the Solid Waste Management Authority.** No action was taken on this item. 21. Receive copies of letters provided to State legislatures from the Director of Health and Human Services per Section 1.60 of the Administrative Manual, as requested by the Director of Health and Human Services.** No action was needed on this item. 22. Authorize the County Administrative Officer/Budget Officer to send the attached letter to the Judicial Council of California in response to the notice received by the County in March 2026 regarding capital improvement needs at the Del Norte County Courthouse, a state-owned facility, as requested by the CAO.** Action: Approved.
