Supervisor Short: Attended the RCRC meeting, attended a meeting with the Airport Division office regarding possible expansion of our local airport and attended the LTCO meeting. Supervisor Starkey: Attended a 4th of July Committee meeting, attended numerous Prop 64 Advisory Committee meetings, hosted a Coffee & Conversation meeting with Page 2 of 7 4/14/2026 constituents, attended the Local Behavioral Health Board meeting, attended the Yurok 2x2 meeting, participated in numerous HR 1 meetings and also participated in numerous AB 2356 meetings. Supervisor Howard: Participated in numerous AB 2356 meetings, participated in numerous preparation meetings for the Local Japanese Delegation visit, participated in numerous HR 1 meetings and participated in numerous discussions with the California Department of Transportation regarding traffic control on upcoming US Hwy 197 and US Hwy 199 projects. Supervisor Borges: Nothing to report. Supervisor Wilson: Attended the ERF meeting with staff and stakeholders, attended the Yurok 2x2 and attended the Local Behavioral Health Board meeting. Approve and authorize the Chair to execute the Cooperative Agreement for Disaster-Related Debris Management Services with DRC Pacific, Inc. as requested by the Assistant County Engineer.** Approved. DNCO AGREE #2026-047 4. Approve and Adopt a resolution extending the Del Norte County Abandoned Vehicle Abatement Program until May 31, 2037 allowing the County to continue to collect a one-dollar annual registration fee on vehicles registered in Del Norte Page 3 of 7 4/14/2026 County to be used for the abatement of abandoned vehicles as requested by the Director of Community Development.** Approved. RESO #2026-011 5. 1) Approve and adopt a Resolution of the Del Norte County Board of Supervisors expressing appreciation and commendation for the many accomplishments of the Del Norte Association for Cultural Awareness (DNACA); and 2) approve and adopt a Resolution approving the application and authorizing the execution of a Grant Contract with the California Arts Council, as requested by the Executive Director of DNACA.** Approved. Approve and authorize the County Agricultural Commissioner to sign the Evaluation and Remediation of Illegal Hemp Cultivation Program agreement with the California Department of Food and Agriculture, effective February 1, 2026, through January 31, 2028, as requested by the Agricultural Commissioner.** Approved. Approve and authorize the Director of Health and Human Services to sign the attached Intergovernmental Transfer Agreement with the California Department of Health Care Services for the term of January 1, 2026 through May 1, 2027, as requested by the Director of Health and Human Services.** Approved. Approve and authorize the Chair to sign the attached second Amendment to the Master Agreement with CalMHSA for the term of April 1, 2023 through December 31, 2027, as requested by the Director of Health and Human Services.** Approved. Approve and authorize the Chair to sign an Sixty-Month Lease Agreement between the County of Del Norte and Pitney Bowes for Mail Processing Machine as requested by the Director of Information Technology.** Approved. DNCO AGREE #2026-051 10. Approve and authorize the Sheriff-Coroner to sign and apply for BJA FY25 Comprehensive Opiod, Stimulant, and Substance Use, Site-Based Program Grant funds as requested by the Sheriff-Coroner.** Approved. 11. Approve and adopt the Memorandum of Understanding (MOU) between the County of Del Norte (County) and the Del Norte County Mid-Management Group (MMG) for the term of July 1, 2025 — June 30, 2028, as mutually recommended and as requested by the County Administrative Officer.** Approved. Approve and appoint Janie Johnson, Leonard Lafazio and Daniel Fry to the Church Tree Community Services District to fill vacancies until the next scheduled election in November of 2026, as requested by the Church Tree Community Services District.** Approved. Discuss and select the annual repair list and budget for public roads that are not part of the county-maintained road system for Fiscal Year 2026-2027 per Policy and the Board of Supervisor's direction to the County Engineer.** Action: Approved. The Board directed staff to keep non-county-maintained road upgrades in line with the adopted policy (RESO #2024-005) in the upcoming FY 26/27 budget. No formal vote was taken – after the motion, and the second was taken the Board directed staff by consensus. Approve and adopt budget transfer #04-01 within the Contingency budget in the amount of $5,000.00 (Five Thousand Dollars) to fund an increased contribution to the Chamber of Commerce for costs associated with the annual fireworks show during the 4th of July events at Beachfront Park, as requested by the Administrative Programs Manager.** Approved. Approve and adopt budget transfer #04-02 within the Advertising and Promotion budget in the amount of $5,000.00 (Five Thousand Dollars) to fund an increased contribution to the Chamber of Commerce for the costs associated with the annual fireworks show during the 4th of July events at Beachfront Park, as requested by the Administrative Programs Manager.** Approved. BT #04-02 LEGISLATIVE AND BUDGET ISSUES: Consider miscellaneous legislative and budget matters pertinent to the County of Del Norte. Authorize the Chair to sign and send appropriate letters with respect to matters pending before the state or federal governments. 19. Receive copies of letters provided to State legislatures from the Director of Health and Human Services per Section 1.60 of the Administrative Manual, as requested by the Director of Health and Human Services.** No action was needed on this item. 20. Pursuant to the Board's adopted Legislative Platform, receive a letter of opposition to AB 2356 from Chair Borges as required by Section 1.60.010.E of the County's Administrative Manual, and Authorize the Chair to sign a letter to Page 6 of 7 4/14/2026 the Author on behalf of the full Board.** Action: Approved.
